What's wrong NOW with the dummy driver?

I posted a message here a week or so ago about the mysterious disappearance
of the "dummy" driver--which several kind folks replied to. Once I found
out to use the device dummy0 instead of dummy, I was fine.

Well now dummy0 doesn't work either:

> farout / $ ifconfig dummy0 131.93.0.11 up
> SIOCSIFADDR: No such device

I've tried dummy, I've tried eth0:0 (suggested by another) without avail.

Even better than an answer would be a pointer to where that answer might
be watched for. . . . .
