unmoumting of NFS file systems

I am not able to unmount an NFS file system when the NFS
server goes down, i get back an RPC failure, then a device
busy message.
Is this the correct behaviour or should i be allowed to forcibly
umount a file system.
I'would really like to be able to umount the file system
even when the NFS server is down for good
