As far as I know, Linux has not upgraded the kernel to the current
spec. The interface is not compatible with the current xntpd. Your
xntpdc display is clearly broken, but I can't help you unless the
kernel implementation is compatible with the current xntpd. Please
confirm that the xntpdc display is something like

This machine happens to be synchronized to a GPS receiver with PPS support,
but the display for non-PPS configurations looks the same, although the
last several lines normally read as zeros. The "new" interface has been
standard for almost two years.
