Not true. PC keyboards don't have bells, but all the world is not
a PC.

In any case, the philosophical argument doesn't really matter -- X
put bells in the keyboard control structures, so the X Keyboard
Extension inherited them.

XKB doesn't get involved in any kind of sound stuff. It just allows
programs that sound the terminal bell to attach a name so that
some other program can intercept the bell and generate appropriate
sounds.
