1.3.91 Doesn't like gdb

Kernel 1.3.91 doesn't seem to like GDB very much. It never seems
to hit breakpoints and watches. If, for example you set a breakpoint
on, say main, and start the program, it will execute to completion,
without tripping the breakpoint, and then will give this error:

You can't do that without a process to debug

Rebooting with 1.2.13 (or even 1.3.90) makes the problem go away.
