socket destroy delayed in 1.3.96

Ok, I just upgraded to 1.3.96 and now I'm getting socket destroy delayed
messages at a frequency of about 1 per 10 seconds. Since we were earlier
told don't worry about it unless you see 1 per 10 seconds I'm reluctant to
just comment out the message. On the other hand, it does make it
particularly difficult to get anything accomplished.

What, if anything can be done about this at this point?
