Can't mmap above 1 Meg until 1.3.40 kernel?

Is it true that if I have the 1.1.59 kernel and try to map (via
mmap()) physical memory on a PCI card that sits at 0xf200000 it will
fail and I need a kernel newer than 1.3.40 to do this?
