Kernel 1.3.81 breaks shutdown: "INIT: error reading initrequest"

I'm running gcc-2.7.2 (strength reduce bug fixed; compiling without
-fno-strength-reduce), libc-5.2.18, ld.so.1.7.14, sysvinit-2.58-2 freshly
compiled as above. Almost everything in my kernel are modules.
The same configuration for the kernel that works on 1.3.80 gives me tons of
the above messages with 1.3.8{1,2} when I reboot.
