Where is possible serial speed limited ?

Where is the possible serial speeds set ?

I am trying to get a Digiboard board working, and at speeds up to 19200 I
have no problems.
BUT, kermit complains when I go higher. The ditty tool does allow me to
go all the way to 115k.

I have been digging around in linux/drivers/chars without much luck.

I have an 8k window version of the Digiboard PC/8e card in case somebody
wants to know.
