Slow PPP link with 1.3.9x

I am still having problems with my PPP link when using ftp and http on
incomming downloads, only getting on average 1.7K/sec on a 28.8K modem.
Has anybody got any ideas on how I can get the performance back to what it
was with earlier 1.3.xx kernels where I managed 2.8K/sec without any
problem.

My system setup is:

DX2-66, 16Mb RAM running Linux Slackware 3, kernel 1.3.99
and pppd 2.2.0f, Compiled with gcc-2.7.2, libc-5.3.12.
