Um, will this make DST happen unconditionally? Most of Indiana, US, does
not observe DST. There is one other US state that doesn't either, but I
don't recall which one it is.

I wouldn't bet too heavily on that one hour difference, either.
Historically DST has sometimes had a two hour offset in some places. If
you want to see a good DST implementation, look at the DST patches for
TOPS-20, but be prepared to study *long* tables of differentials.
Politicians play with the dates and differentials all the time, and
differently in different places.
