If you put hooks into the kernel for loading modules that might count as
'enabing technologie' which is forbidden, too. I'm not sure if it is allowed
to export patches (since they are no runable code I think that wont offend
ITAR rules, right?). Anyway. Its a BIG problem if there is crypto code or
hooks in the kernel. FTP Sites in USA have to shut off the FTP Access for
non-us sites to the kernel source.
