X mouse tracking , ppp and 2.1.7

I'm not sure if this is a problem in 2.1.x in general or
just of 2.1.7. I just upgraded my system from 2.0.24
to 2.1.7 and one of the things I noticed is that I was
having a high load on my ppp line (which is connected
to a 28.8 Zoom V.34 external modem through COM2 on irq 3
and 16550 )
my MS Mouse tracking would become very slow. i.e. not smooth
(The mouse is on COM1 irq 4 and 16450).
Any ideas? It worked pretty good on all previous versions of
2.0 and 1.3.x that I tried.
