running 2.0.26 at least for me it's not completely fixed (if at all).
haven't tried this before but using

Netscape Gold 3.01/export, 20-Oct-96; (c) 1995,1996 Netscape Communications Corp.

I get the following behaviour starting netscape from xterm in foreground:

as long as there is absolutely no activity in netscape (I've selected
"Browser starts with: Blank Page" in "Options / General Preferences / Appearance"
so it just displays some copyright stuff) I can stop netscape from xterm
with ^Z, no problem.

switching the X focus from xterm to netscape and back etc. or resizing
the netscape window doesn't change this; ^Z still works (as long as
those copyright messages are still displayed).

BUT as soon as netscape "displays" anything (even clicking in the netscape
area so that netscape clears the initial display, starting netscape
with a URL on the command line or select a menu etc.) pressing ^Z in xterm
won't ne processed immediately but only when the focus is switched to the
netscape window... OTOH ^C still immediately kills netscape.
