2.1.13 FIN_WAIT2

I booted 2.1.13 Saturday (it is now Tuesday) and all seemed to be running
well. I checked netstat -nt this morning and about fell over, as I had
many, many FIN_WAIT2 ports hung, mostly port 25 and 80, which is most of
my traffic.

I rebooted 2.1.7 (what I was running for two weeks before), and I will
continue to watch it to see if this happens again.
