IP Masquerading broken in 2.1.14

It seem the ip masq code is not working in 2.1.14. It works fine in
2.1.7. Masqueraded ports show up in netstat -M, but no packets seem
to get through to the destination machine (netstat there shows nothing
coming from the masquerade host).

I can provide more information as needed.
