/dev/console ...?

I have a machine running 2.1.7 for the sole reason that it hasn't crashed
under 2.1.7 yet --- Strangely, recently, /dev/console has started to be
used by the first telnet user.. instead of ttyp0, they are shown logged in
on "console" .. programs like SuperProbe can't access /dev/console to get
console information and in the syslog, "init failed open /dev/console" or
something similar appears everytime someone logs out on one of the local
VT's....

Whats happening?
