NAT under Linux?

i read on the ipmasq mailing list that the latest 2.1.x kernels support
enough "goodies" to implement the 1:1 network address translation that is
required by RFC 1631? is this true?

i have looked through the source tree of 2.1.20 but i cannot find any
mention of it (not that i looked really hard though..)

any info on this would be much appreciated.
