Actually I have similar problems with 2.1.21. Running Red Hat 4.0
(net-tools-1.32, libc 5.3.12).

On 2.0.27:
==========

[0]# ifconfig tr0
tr0 Link encap:16/4 Mbps TR HWaddr 10:00:5A:3B:3F:F9
inet addr:44.143.22.65 Bcast:44.143.22.255
Mask:255.255.255.0
UP BROADCAST RUNNING MTU:2000 Metric:1
RX packets:3052214 errors:0 dropped:0 overruns:0
TX packets:2512522 errors:0 dropped:0 overruns:0
Interrupt:9 Base address:0xa20
[0]# arp -i tr0 -H tr -s 44.143.22.10 10:00:5A:3B:3F:F8
[0]#

On 2.1.20: (different machine, but identical hardware and software)
==========

[0]# ifconfig tr0
tr0 Link encap:16/4 Mbps TR HWaddr 10:00:5A:E1:29:96
inet addr:44.143.22.67 Bcast:44.143.22.255

TX packets:551709 errors:0 dropped:0 overruns:0

[0]# arp -i tr0 -H tr -s 44.143.22.10 10:00:5A:3B:3F:F8
SIOCSARP and OLD_SIOCSARP: Invalid argument
Probably destination is on different Interface. See arp(8)
[255]# arp -a
Address HWtype HWaddress Flags
Mask Iface
venus.oe1kib.ampr.org tr 10:00:5A:3B:3F:F9 C
* tr0
merkur.oe1kib.ampr.org netrom * MP
* *
192.168.0.1 netrom * MP

[0]#

I never manually added the last two "manual" entries. The kernel must
have done them on its own. merkur.oe1kib.ampr.org is the machine itself,
but 192.168.0.1 is complete nonsense. I have no clue where this address
comes from.

Any idea?
