Kernel /proc bug ?

tty1:

PID=91 is inetd.

tty2:

telnet localhost <anything what inetd is responsible for>

If it is smth called first time, and inetd is in swap, State says it is just
in disk sleep exactly when telnet connection is done. All other time inetd
is sleeping. When I'm telnetting again, it is sleeping always, even does not
come to disk sleep.

When I'm telnetting to port chargen, it sleeps always...

Is it the bug of procfs, that cannot tell the exactly state of process or I'm
missing smth ? Kernel 2.0.28.
