Any implementation of "high-performance" TCP options?

There are a number of defined "high-performance" TCP options for use
on long or high-speed links -- window-scaling, round-trip time
measurement, wraparound protection, selective acknowledgment (RFC
1323, 2018). Are there any implementations of these for Linux?
