missing rule in drivers/char/Makefile

After making a modification to the default keyboard mappings, I noticed
that the Makefile is lacking a rule to create "defkeymap.c" from
"defkeymap.map". The patch below fixes this. And yes, I know I can
change the keyboard mappings with "loadkeys" in my startup scripts, but
I want to use the kernel on a bootflop with no room for "loadkeys".
