setsockopt() no longer takes SO_SNDBUF as a parameter. I "fixed"
traceroute by removing this temporarily.
You can thank Alan for this one ;-) Some of his patches added a lower
limit of 2048 to SO_SNDBUF. Alan tells me it is to prevent some lower
values that our tcp output code cannot handle. I will work on fixing
the problem in tcp instead of breaking everyones tcpdump which isn't
the way this problem should have been addressed.
