A while back, there was a call by someone offering their services to
replace Frederic Potter as no one has maintained the PCI stuff for a while
(and I believe this is still the case). Please correct me if I am wrong.

There's also a mailing list available to discuss the possibility of having
a unified PCI library/database shared amoungst all freeware unixes and
XFree86, in the form of a library and data format. The list has some big
names on it, but no recent action, partly due to a lack of response from
the Linux people (and partly due to that the list had discussed almost
everything to death). If you are interested, please contact Dirk Hohndel
(hohndel@suse.de) to join this list (it's called pci I believe). There was
a lot of good discussion about data formats and such done already. The
benefits of having a unified database are obvious. The downsides are hard
to think of. The list even talked about versioning to ensure data
compatibility between library revisions (so the code and the database can
be two separate releases, a big factor with big disparate projects, source
trees and release dates).

Since this idea comes close to a previous contentious thread, please don't
flame this idea on the list. Flame me personally instead. I enjoy it. I'll
summarize later.
