Quicky about Pre2.0.30

I finally decided to catch up a bit. When I did a make config, I noticed
that there were no queries about RST/SYN cookies. These were in ISS-4, so
I presume they would be in pre2.0.30.

Am I wrong here? And if they aren't present, why? And if they are, why no
configurable option for them?
