What causes dropped packets on eth0?

I'm not sure if this is caused by a bleeding edge kernel or not but...

I have a P166 with a 3Com 3c595 "Vortex" ethernet card. I can ftp and
telnet out from my box to other boxes on the network. But when trying
to ftp or telnet into the box the ftp or telnet will just stall for
minutes. Sometimes then I get a connection and everything seems to run
all right except that future connections attempts will also stall.

I just did /sbin/ifconfig eth0 and I get this:

why do I have dropped packets? Is this part of the problem causing the
stall?
