Kernel 2.1.29

Hi,
I have a small problem with kernel-2.1.29:
- When I want to compile this new version on my computer, the compiler
return something like this:

dialog.h:23: fcntl.h: No such file or directory |<=>"make menuconfig"

- I have on this computer instaled RedHat 4.1, whith kernel 2.0.27. This
kernel, when I've tryed to compile, at the end(make zlilo) return an error:

P.S. From what I know, I think than, this is not a kernel problem,maybe a
system problem (he can't find "include" directory).
