Kernel: Unable to load interpreter

Ok, you guys are prolly gonna laff me off the list for this, but here goes.

I've been set with a project to set up a Linux box (v2.0.29 and have tried
v2.0.30) running mars_nwe (v0.98pl9) to be a
'common' novell server on our, primarily, Novell network for everyone to
have access to. This entails having about 300 people 'logged in' to the
box via mars_nwe.

Everything works -fine- until around user 250 or so (I was told earlier we
-did- have 300 people logged in, but I think we were having problems before
then). Then the kernel starts spewing out msgs like this in the logs:

Apr 29 10:04:02 common kernel: Unable to load interpreter

Now, I know there's at least ONE (don't think there's any other places)
where this message occurs in the kernel code: binfmt_elf.c

what exactly is happening here? it seems like it's running out of space in a
process table of some sort and isn't able to run any ELF binaries at all
after this starts happening.

Is there an easy fix to this? any info/pointers anyone could give me would
be appreciated.

Here's the rundown on the hardware I'm using

Linux kernel v2.0.29 (and sometimes .30)
p5-133mhz GW2K machine
64 MB RAM
100 MB swap
aha2940UW scsi adapter
1 GB WD IDE hard drive
2 GB Seagate Hawk
NE2000 microdyne ethernet adapter
