Much as I hate to contribute to a thread this far off-topic, anyone
still reading this may be interested organizing heavy support for a
bill in the house, which I read about in clari.tw.top on
5/21. Paraphrasing (since I believe redistribution of clarinet
articles is illegal):
Congressman Chris Smith (Republican, New Jersey 4th district) has
introduced a "spam ban" bill to ban unsolicited junk email. It amends
the "Telephone Consumer Protection Act of 1991," which banned
unsolicited junk faxes.

Giving it a quick once-over, it looks like it is reasonably sound. I
respectfully suggest that it is more useful to send letters of support
for this bill to your congresscritters and senate-beasts than to
further debate this on the linux-kernel, even though I am learning all
sorts or rude networking countermeasures from this thread.
As an unrelated note, caltech has a semi-policy of making mailing
lists into local-only newsgroups, so I read linux-kernel as
mlist.linux.kernel here, which is not exported from the caltech
hierarchy. I find it pretty convenient to read it like this, so
anti-spam schemes that would break this would mildly bug me (although
I'd probably just set up procmail to do roughly the same thing).
