Unable to open initial console

I have just bought a new PCI Pentium to replace my old 486-33 Linux
server and get the above message when trying to boot 2.0.30.

I have resolved all of the PCI devices so that they all seem to be
recognised and initialised successfully (but I cannot confirm this
without being able to login:-().

I have found the source of the message (init/main.c) but do not
understand why the open of /dev/tty1 should fail. The fact that I
can see all of the normal boot messages up to this stage implies that
the console connection is OK.

What other factors might be relevant?
