On a related subject, one improvement to scrollback I'd really love to
see: do not snap the screen back to the end whem there is output in a
different console. Scrollback is essentially useless for me given
that I have two VCs active with applications that do regular updates
(one network monitor with an update every five seconds).

This is not something the kernel does, so I suppose
you ask for it yourself in some way.
