Debugging the kernel when it doesn't crash

I have many problems on two PC running various instanciations of 2.1.x.
They do not crash, the kernel still works (it replies to ping, for
instance, running daemons like rwhod still work) but, after a few days, it
cannot launch any new program: each time you try, the program hangs and the
load (as seen by a distant ruptime) increases by one. The Big Red Reset
button is the only solution (I cannot even run "shutdown").

I would like to give some info to the developers but I cannot find how to
do it. Is there a way to force a crash dump, for instance? How to help
debugging that version on the Bleeding Edge?
