oops, yes and no. this part probably shouldn't go into I public 2.0.31
(well, I don't know any real reason why this is bad -- I need it for
my old DCF77 program which doesn't play with xntp status bits,
and xntpd would work with this default too, so....)

I haven't read my diff again before sending it to the list, sorry.
