Yep. Read the FAQ for this mailing list, and you will see many references
to just such "Global" documentation.

As long as the kernel is rapidly developing, breaking new ground, the
target just moves too much. Dont you people remember the kernel hackers
guide? It attempted to be just such a documentation as you all described.
They couldnt keep up. The time really detailed docs will come when the
kernel stops breaking new ground. In the meantime, check the FAQ for this
list! the references to the documentation you want are all there.

It seems as if you are all allergic to reading old Linux Journal articles
on the web. Are you? Huh? Are you people prejudiced against it coz it a
"commercial" site, and thus cant have anything of value? Let me tell you,
they do excellent work posting those articles for free so we can all
benefit.

If you arent, then www.ssc.com is a good place to start
