No, it's not, at my last check. If I remember coorectly, the modutils
are located at the following URL:

ftp://ftp.redhat.com/pub/alphabits/modutils-2.1.42.tar.gz

Alternate site is at ftp.kernel.org, but it's not there as of yet.
Give the primary site a lookthrough, though. It's there for sure.
