odd telnet troubles.

I have recently developed problems telneting out of my machine.
I noticed that while I could telnet to 10.52.10.7 (myself) and to
localhost, 127.0.0.1, etc I could not telnet to a friends machine on the
same physical network (10.52.1.25). ping/traceroute/ftp/ etc all work, and
everything, including telnet works from her machine to mine.

Running tcpdump on her machine I noticed that she never sees anything when
I try and telnet to her machine. (i can not run tcpdump on my machine, I
get a symbol undefined error, which may or may not be part of a larger
problem)

running strace on telnet shows that one I try her ip, it seems to replace
the address with 0.0.0.0 in the "connect" call.

I am running on a i586/3c509 (though I am sure this is software related)
I am running 2.1.48, with the latest net-tools (no access to the machine
and I can not recal the version)

I am assuming that it is kernel related (though I have not tried booting
back to an older kernel and trying again - will do so tonight) It just
seemed odd that ftp would work and telnet would not (if it was ping and
traceroute only that worked I would blame it on tcp)

any ideas at all?
