Make menuconfig and NLS in 2.1.61

I ran make menuconfig is a new source tree and selecting the nls option did
not go the the nls menu, but kept returning to the main menu. After I exited
menuconfig, I could re-run it and the nls option worked. I think it failes
because there was no .config file originally.
