This updates my previous patch, config-smp-2154. There are no
substantial changes.
This patch changes __SMP__ and __SMP_PROF__ to real configuration
variables, CONFIG_SMP and CONFIG_SMP_PROF. This simplifies the
Makefiles a little bit, makes the build process more regular,
and allows people to store these variables to kept along with
all the other CONFIG_* variables and keep their settings across
releases.
