2.1.72 has strange problems with tunl0. Tunl0 is created on
initialization, and is severely broken.
Tunl1 is created on the fly (you can even create tunelHAHA) by utility
ip, and works.

(Kernel complains that early initialization of tunl0 is deffered, and
I'm not sure if it really gets initialized at some point).
