That's the whole point of /var. var is for variable. In an ideal situation,
with a proper setup, root and /usr should be able to be read-only and other
things go in /var.

eg, /usr/adm and /usr/spool SHOULD be /var/adm and /var/spool and most
modern systems are moving towards /var/log for log files.
