NET_ALIAS in 2.1.78

I just tried 2.1.78, having upgraded from 2.1.65, and I noticed that
the NET_ALIAS device does not seem to be working.

I had the same difficulty when I used one of the CVS 2.1.64 kernels.

Have the sematics of the NET_ALIAS device changed, am I missing
something silly, or is it genuinely broken?
