Need fix for ARP in 2.1.78

I have the problem that 2.1.78 does not recognize proxyarp from another
2.0.33 linux box on the same network. Does anyone have a fix? Otherwise I
will need to go hunting myself since I need a 2.1.x release to operate a
T1 (Sangoma) card.
