This is symptomatic of a driver trying to operate at half-duplex while
the card and the device at the other end of the wire are trying to
negotiate at full-duplex. What happens is that the driver, while trying
to work in half-duplex mode, considers the full-duplex traffic that it
sees to be collisions, and backs off packet transmissions accordingly.
Hence the slow speed.
