location of utility "ip" for making tunl interfaces

Hi; --i'm having probs with tunneling on the 2.1.X kernels,
and digging thru the kernel list archives i find 2 references
by Pavel Machek to an "ip" utility that can be used to create
a new tunl device, which in turn is supposed to allow the
correct functioning of tunnels. i've tried for a couple of
days to find this util, with no luck.

Could someone point me the way? Thanks.

i have 2 subnet gateway boxes, connected together over a
pair of modem lines using the eql interface, and so far
have been forced to use a tunnel between these 2 boxes
to hide the modem PPP pointopoint IP's, so that i may
accept mail correctly (mail lands on the pointopoint IP
rather than the domain name IP, both different interfaces
on the same machine, and doesn't transfer). Silly, and
yes i know there're other ways of fixing this.

This works with both boxes running 2.0.33, and is quite
stable, but if both boxes run 2.1.X it doesn't work, and
causes one of the boxes to become unstable.
