Recently, a friend of mine (who only has one arm) was complaining to me that
ctrl-alt-del did not shutdown/reboot his linux box. It took me a minute to
realize that you must use the left control and alt keys -- the right ones
don't work. He now uses his nose to reboot his system, but complains to me
every time :)

Is there any reason we are only allowing the left control and alt keys to be
used?

We are not. This is a restriction you just invented.
Maybe there are not so many handicapped on the kernel list,
and you might have gotten better replies on comp.os.linux.misc or so,
but Linux is perfectly usable for people with 1 finger.

(There are single-shift keys that act on the next non-shift keystroke,
so that SCtrl followed by SAlt followed by Del will reboot.)

The keyboard handling is very flexible. If you use a Latin alphabet,
and are not Vietnamese, everything you might want can be done rather easily.
