Full IPX support y/n ?

I am interested in supporting a file system for Netware.
The documentation for the mars package says
to compile with
The IPX protocol (CONFIG_IPX) = y
Full internal IPX network (CONFIG_IPX_INTERN) = n

My question is
If Full internal IPX network is not for mars
what is it for? It does not seem like
very many people would want an IPX router only,
or is that what it is for?
Can I create filesystem
for Netware clients without mars or lware?
