APM broke in 2.1.91?

I just compiled 2.1.91 successfully on my laptop. It seems to be working
real well except APM.

when I log into my laptop and try to do an "apm" I get this:

{0}:catbert:/home/nomad>apm
No APM support in kernel

According to the "make menuconfig" apm is enabled. I haven't changed the
bios since 2.1.85 in which apm did work.

Any ideas?
