<module.o> init_module: Device or resource busy in 2.1.89

I'm getting the above message when I try to load the sb.o, eata_dma.o and
ne.o modules on 2 systems running 2.1.89. They all seem to be related so
I'll give info on the sb.o problem.

I have a SB64 in a dual PII 300, 256MB RAM, 2 EtherExpress Pro100, 1 DTP
SCSI, 1 Matrox Millenium II running RH5 with all updates as of about a
month ago. /proc/interrupts and /proc/dma do not show anything on the
standard IRQ/DMA addresses used by SB cards (5/7/1). I can load sound.o,
uart401.o, but when I try to load sb.o I get the following error (note
that it doesn't matter if I supply IRQ/io command line options, it always
gives the same error):

[root@hrothgar misc]# /sbin/insmod sb.o
sb.o: init_module: Device or resource busy

I tried to use isapnp tools to setup the sound card but I couldn't get it
to work. It detected the sound card just fine and set the IRQ/DMA/io
ports, but when I try to insmod sb.o I get the same Device or resource
busy error.

I'm pretty much dead in the water right now. My next step will be to load
up DOS and try to fiddle with the card, but that will be a pain since this
machine does not have a DOS partition and I'll have to find the CD-ROM
drivers. I'm reporting this to the kernel list because I get the same
problem with the SCSI card and my NE2000 on another system (also running
2.1.89). Any help would be appreciated,
