I saw that, but I put it with the other kernel settings since it applies to
the entire system and not to any specific file system.

Since there currently aren't any entries in fs_table[] it is a bit unclear
whether a sysctl like this should be there or not. Especially when other file
oriented parameters like file-max, file-nr, inode-max, inode-nr, and
inode-state are all in kern_table[].
