/proc/interrupts question

An IRQ might be received and not displayed at /proc/interrupts if it
didn't register a driver. However, if there's an IRQ and a driver at
/proc/interrupts, a driver has been registered. This means that if a total
of 0 is being displayed, we can safely assume no interrupts have been
received by that particular CPU.

Is this correct?

As well, is /proc/pci planned to go out in 2.2.0?
